Under
the terms of the Stayton Land Use and Development Code, the Community & Economic Development Director has the authority to review and approve certain
types of land use applications. These include minor amendments to
previously approved plans, minor amendments to existing development that
did not go through a land use process when they were built, and site
plan review applications for developments on vacant lots for which the
area of development is 5,000 square feet or less.
When
an application is subject to staff review, there is no public hearing.
However the Community & Economic Development Department must send a notice to
the neighboring property owners that the application has been received
and give the public at least 20 days to review the application and provide their comments. Concerns, comments on the application, or questions may be emailed to the Community & Economic Development Director. Staff-level decisions may be appealed to the Planning Commission, who would then hold a public hearing.

The property is the Santiam Industrial Center (previously called NORPAC), located at 930 W Washington St and is zoned Light Industrial (LI). The proposal is to create additional parking with required landscaping, and lighting.
