System Development Charges

System Development Charges (SDCs) are one-time fees assessed on new development and certain types of redevelopment in the City of Stayton. These charges help ensure that growth pays for the infrastructure it requires—such as water, sewer, stormwater, transportation, and parks—without placing the financial burden on existing residents. SDCs support the city's ability to expand and maintain critical public systems, helping Stayton remain a well-planned, livable, and sustainable community.
Notice of System Development Charge Methodology

The City of Stayton hereby issues a 90-day public notice, pursuant to ORS 223.304, of its intent to update its Street and Wastewater system development charges.

 

A draft technical report addressing the methodology and calculation of the proposed charges will be available for review on June 4, 2025 at City Hall or by contacting the City of Stayton (see contact information below).

 

A public hearing to take comments regarding the proposed system development charges is scheduled for 7:00 pm on August 4, 2025 at Stayton City Hall. If you wish to comment but cannot attend the public hearing, please address written comments as follows:

  • The City of Stayton's current System Development Charges are available below. These fees are adjusted annually based on CPI.

  • System Development Charges in Stayton are calculated based on the type and intensity of new development. The assessment is designed to reflect the proportional impact that a project will have on the city’s infrastructure. Here’s a general overview of how SDCs are typically determined:

    • Residential Development:
      For residential projects, SDCs are usually assessed per dwelling unit. The amount may vary depending on the type of residence—such as single-family homes, duplexes, apartments, or accessory dwelling units—since each has a different average impact on public systems.
    • Commercial, Industrial, and Institutional Development:
      For non-residential developments, SDCs are often based on factors such as:
      • Square footage of the building
      • Type of use (e.g., office, retail, warehouse)
      • Estimated peak water usage
      • Trip generation data (for transportation-related SDCs)

    These criteria help align the fees with the expected demand each use type will place on city infrastructure.

    • Redevelopment and Change of Use:
      When an existing property changes use or is redeveloped, SDCs may be assessed based on the net increase in system demand. If a new use requires greater infrastructure capacity than the previous one, additional charges may apply.

    The City uses updated methodology reports and rate schedules to ensure fairness and compliance with Oregon law. Developers and property owners are encouraged to contact the Community and Economic Development or Public Works Department early in the project planning process for detailed fee estimates and guidance.

  • Water SDCs help fund improvements and expansions to Stayton’s water supply, treatment, and distribution systems. These fees ensure that new developments have reliable access to clean and safe drinking water, while maintaining system capacity for future growth. Charges are based on the estimated demand a new development will place on the water system.

  • Sewer SDCs support the expansion of Stayton’s wastewater collection and treatment facilities.
