Enterprise Zone

Since 2010 the City of Stayton has sponsored an Oregon Enterprise Zone that covers the City's industrial zones. The North Santiam Enterprise Zone was re-designated by the City in 2021.
 
The Enterprise Zone provides a short term (three to five years) exemption from property taxes on improvements to qualified businesses that increase employment in the zone. Since inception of the North Santiam Enterprise Zone, there have been three business expansions approved for tax exemptions, Littau Harvester for an estimated value of $575,000 in improvements with 9 new jobs; Willamette Valley Lumber for an estimated value of improvements of $1,560,000 with 35 new jobs; and Redbuilt, LLC for an estimated value of improvements of $2.8 million with 14 new jobs.
 
In order to qualify for the basic, three year Enterprise Zone exemption (“as–of–right”), a business must be a "traded sector" business and must:
  • Increase full-time, permanent employment of the firm inside the enterprise zone by the greater of one new job or 10%
  • Generally have no concurrent job losses outside/beyond the zone boundary
  • Maintain minimum employment levels during exemption period
  • Enter into first-source agreement with local job training providers

An Extended Abatement, of four or five years, may be available. The requirements for the Extended Abatement are the same as three year, plus . . .

  • “Compensation” of new workers at 150 percent of the Marion County average wage
  • Local approval by written agreement with the City

The City of Stayton has made arrangements with the Strategic Enterprise Development Corporation in Salem to assist in the management of the Enterprise Zone.  Businesses can receive assistance in completing the paperwork to qualify and receive the tax exemptions by contacting SEDCOR.
